Lead IT Cyber Security Policy Writer

The Lead IT Security Policy Writer will perform activities in support of the vision and mission of the USDA OCIO OIS program and the USDA Cyber Security Policy Framework.

Key experience and responsibilities for this role include: 

  • Recent (within 5 years) strong experience writing federal policy and procedures, IT or cyber security documents.
  • Expert knowledge in information and information system assurance activities as set by federal mandates. These would include but not limited to governing entities such as National Institute of Standards and Technology (NIST), Office of Management and Budget (OMB), Government Accountability Office (GAO).
  • Ability to collaborate across the OIS and USDA agencies to ensure research is conducted and integration of business requirements, legal requirements, regulatory requirements, threat profile, and risk assessments are mapped to the policy or procedures.
  • Ensure deliverables are consistency and compliant among federal mandates and USDA Departmental Regulations, Notices, Manuals, and Secretary Memoranda.
  • Strong knowledge of APA or MPA Style Guide, grammatical standards, and business writing styles. Must have the ability to adapt to agency writing regulations and enforce regulations on policy under edit.
  • Support development, implement, and maintain the USDA OIS Cyber Security Framework, policies, procedures, and plans. Knowledge of IT security policy framework standards and guidance for effective Information Security Governance preferred.
  • Upon request, support OIS Leadership with data calls, executive briefings, or executive presentations.
  • Adhere to commitments and agreed upon deliverables. Ensure that the quality of submissions meets the criteria established.
  • Meet weekly with COR to review the status of major deliverables and activities.
  • Contribution to a program communication plan that it can be used to manage outreach efforts as it related to IT policies and procedures.
  • Must possess an background clearance of a National Agency Check with Inquiries (NACI) or higher
  • Required/Preferred Skills: Education - Bachelor’s in English, Journalism, Communications, or related major - Knowledge of current federal mandates pertaining to cybersecurity and IT security preferred -At least 5 years verifiable IT writing experience. Submit writing sample upon request.
